1. Our Commitment
Community Projects Base C.I.C is committed to safeguarding and promoting the welfare of all individuals who engage with our services.
We provide safe, inclusive and supervised environments for:

Children and young people

Individuals with additional needs

Families and wider community members
We believe that everyone has the right to feel safe, respected and supported.
Safeguarding is embedded across all areas of our delivery and forms a core part of our organisational responsibility.
2. Scope of This Policy
This policy applies to:

All staff
-
Volunteers
-
Contractors and facilitators
-
External partners working within our venue
It covers all activities delivered by Community Projects Base C.I.C at Palm Beach, including:

Under-18s events
-
Youth programmes and mentoring
-
SEN & disability sessions
-
Community and family activities
-
Work experience and training programmes
3. Safeguarding Principles
We are committed to:

Providing a safe and supervised environment at all times

Taking all safeguarding concerns seriously

Acting promptly and appropriately when concerns are raised

Ensuring all staff understand their safeguarding responsibilities

Promoting inclusion, dignity and respect for all individuals

Working in partnership with relevant agencies where required
We operate a zero-tolerance approach to:

We are aware of wider safeguarding risks, including exploitation, criminal activity and radicalisation, and remain vigilant to any related concerns.
4. Roles & Responsibilities
Safeguarding Responsibility
All staff and volunteers share responsibility for safeguarding.
They must:

Remain vigilant to signs of concern

Report any safeguarding concerns immediately

Follow internal procedures
Designated Safeguarding & Safety Roles
Community Projects Base C.I.C has experienced personnel in place, including:
-
A Child Protection Officer (retired Youth Offending Officer)
-
A Head of Venue Security who is an SIA Door Supervisor and Door Supervisor Trainer
-
SIA-licensed Door Supervisors for event safety and security
-
Qualified First Aiders, including a Lead First Aider who is a certified First Aid at Work trainer
-
A General Manager who is a TUC Level 2 Trade Union Health & Safety Representative
These roles support the safe, structured and supervised delivery of all activities.
5. Safer Recruitment & Staffing
We are committed to safe recruitment practices:

Staff and volunteers working with children or vulnerable groups are DBS checked where required
-
All staff and volunteers are briefed on safeguarding expectations
-
Appropriate supervision ratios are maintained during activities
-
Volunteers operate under supervision and do not replace trained safeguarding or security roles
-
External contractors must adhere to our safeguarding standards
6. Safe Delivery Environment
All activities delivered at Palm Beach are:

Fully supervised by trained staff
-
Structured and risk-assessed
-
Delivered within a controlled venue environment
-
Supported by security where appropriate (SIA staff)
We implement:

Controlled entry and exit procedures
-
Clear behaviour expectations
-
No tolerance for unsafe or disruptive behaviour
7. Reporting Safeguarding Concerns
Any safeguarding concern must be taken seriously and reported immediately.
Internal Process
Staff or volunteers must:

Report concerns to the designated safeguarding lead
-
Record factual information (no assumptions)
-
Maintain confidentiality
Confidentiality & Information Sharing
All safeguarding concerns will be handled sensitively and confidentially.
Information will only be shared on a need-to-know basis in order to protect the individual at risk.
Record Keeping
Accurate records of safeguarding concerns will be maintained securely in line with data protection requirements.
Low-Level Concerns
Low-level concerns regarding behaviour or conduct will be recorded and reviewed to ensure consistent safeguarding standards are maintained.
Escalation
Where appropriate, concerns may be referred to:

Local safeguarding authorities

Police
-
Social services
We will always act in the best interests of the individual at risk.

8. Working with External Agencies
Community Projects Base C.I.C will:

Cooperate fully with safeguarding investigations

Share relevant information where required

Support individuals through appropriate referrals
9. Training & Awareness
We ensure:
Staff and volunteers understand safeguarding expectations
Ongoing awareness is maintained
Additional training is provided where required
10. Online Safety & Social Media
Community Projects Base C.I.C operates official social media channels (including platforms such as Instagram, TikTok and Facebook) in the name of Palm Beach to promote activities, share information and celebrate positive engagement.
We recognise that online spaces form part of young people’s social environment and may present safeguarding considerations.
To support online safety:

Official Palm Beach social media accounts are managed by authorised adults
-
Content shared is age-appropriate and aligned with our safeguarding values
-
Public interactions and comments are monitored where reasonably practicable
Any safeguarding concerns identified online are reported and managed in line with this policy
Community Projects Base C.I.C does not facilitate private online communication between staff and young people.
Staff, volunteers and representatives are not permitted to engage in private messaging with young people via personal accounts or devices.
We are not responsible for interactions that take place outside of official Palm Beach-managed platforms.
Parents and guardians remain responsible for their child’s online activity and digital safety outside of Palm Beach-managed channels.
11. Policy Review
Policy Review Date: April 2027
This policy will be reviewed annually or sooner if required.
